dowload yazak

hi i did dowload yazak..but runtimes can"t be install because i am on public internet...how do i to make work...seems like they have restriction to dowload those cain of programs???
seem if you was able to download yazak you would be able to download the runtimes ?
you need the vb run to use yazak its a 2 part download you would need both parts
